Wind is the condition anglers complain about that they should be thanking. An analysis of more than 40,000 logged catches found rates above 15 mph running around double those in dead calm. Wind is not an obstacle to the bite; most days it is the bite.
What each band actually means on the water:

Note where the real limit is. At 16 to 20 mph the problem is holding the boat, not the fish — those are two different problems, and treating them as one will talk you out of the best conditions of the week.
Three things happen at once. Wind mixes oxygen into the surface layer. It pushes plankton against the windward bank, baitfish follow the plankton, and bass follow the baitfish. And the chop breaks up the light, which gives an ambush predator cover it does not have on a slick surface.
University of Florida work on wind-created current breaks adds the fourth: wind makes current, current makes seams, and a largemouth will sit on the slack side of a seam and let food come to it. That is why a windblown point out-fishes the same point in dead calm — it stops being structure and starts being a feeding station.
This is the part people get wrong, because the windy bank is the uncomfortable one. Put the boat where it is hard to hold and cast into the chop. The lee shore is pleasant and empty.
In dead calm, invert everything: long casts, lighter line, finesse presentations, and expect spooky fish. Calm scores 30% for a reason.
