Yes — and the effect is large enough to reorganize a weekend around. What matters is not the number on the barometer so much as which way it is moving, and most anglers have that backwards.
Ralph Manns' strike-activity work put peak bass feeding between 29.70 and 30.40 inHg, and found strike rates on falling pressure running roughly twice those on rising pressure. BassHawk scores the trend directly:

Outside the optimal band it gets worse in both directions: below 29.3 inHg the model applies a 60% multiplier, and above 30.7 inHg a 50% one. Bluebird-blue high pressure after a front is the single worst barometric condition you can fish.
The honest answer is that the mechanism is still argued about. A bass's swim bladder is the usual suspect — a pressure change alters its volume and the fish adjusts buoyancy, which is uncomfortable enough to change behavior. The competing explanation is that pressure is a proxy: falling pressure comes packaged with wind, cloud cover and an approaching front, and those things move baitfish.
For fishing purposes the distinction does not matter much. Whatever the cause, the correlation is strong and consistent, and it is one of the few things about tomorrow you can know today.
On falling pressure, cover water. The fish are aggressive and the strike zone is wide, so a reaction bait moving fast will find more of them than a finesse presentation worked slowly. This is the day to run the bank.
On rising pressure, do the opposite. Downsize, slow down, and pick specific structure apart rather than searching. The fish have not left; their strike zone has shrunk to a few inches and you have to put the bait in it.
